The proposed development requires 2 separate approvals including:

– Lifting of Holding By-law – D07-07-14-0019
The properties are located on the south side of Baseline Road, at the south east corner of the intersection of Baseline Road and Sandcastle Drive. The Queensway-Carleton Hospital and Highway 416 are located approximately 400 and 800 metres west of the site, respectively.
The east property, 2940 Baseline Road, contains a one-storey light industrial building with outdoor storage in the rear yard. The west property, 2946 Baseline Road, contains a one-storey retail and medical office building with a second storey on the west side of the building. The building is currently occupied by a Dollarama store, medical offices, convenience store, and retail food uses. Surface parking is situated to the north and south of the building. Together, both properties comprise 2.4 hectares.
The site is bound by a low-rise office complex to the east, low-profile residential dwellings to the north and south as well as low and high-profile residential buildings to the west. The residential community to the south is comprised of single-detached, semi-detached and row houses. A 12-storey high-rise building at 80 Sandcastle Drive is located to the west.
The purpose of the application is to accommodate the redevelopment of the site with three high-rise residential buildings comprising 10, 13, and 16 storeys respectively and one mid-rise building (8 storeys) with a total of 492 dwelling units. The high-rise buildings are to be oriented perpendicular to Baseline with the 13-storey building closest to Baseline, the 16-storey building in the centre and the 10 storey building in the southernmost portion of the property. The proposed 8-storey building is to be located south of the existing retail and medical office building. A 2,000 square metre retail food store is proposed on the ground floor of the 13-storey building fronting onto Baseline Road. The existing retail and medical office building is to remain.
The redevelopment is to be broken into phases. The existing surface parking areas and landscaping are also to be revitalized and refurbished. The total amount of vehicle parking that will be provided is 901 spaces, which includes the existing 249 surface parking spaces. The proposed amount of parking is sufficient with respect to the City’s Zoning By-law.
Roadway modifications are proposed as part of the development. This includes one right-in, right-out only access onto Baseline Road and 2 full movement accesses onto Sandcastle Drive. One additional northbound and one additional southbound lane is to be provided on Sandcastle in order to support the movement of traffic into and out of the site.
